Why CECA?


The Comprehensive Economic Partnership Agreement (CECA) between Singapore and India came into effect since 2005. In this agreement, if I can recall, both govt recognize the degrees of both countries and to allow their graduates, mostly PMETs, to work in their respective countries. How would a tiny country like Singapore with 3.3m citizens going to benefit is such an agreement with a country with 1b people? And how are the qualifications of the respective universities, probably several hundreds in India and a handful in Singapore going to be equitable?

The new changes in Employment Pass requirements to work in Singapore is drawing cries of foul play by India. And the Indian Govt is thinking of taking the Singapore Govt to the WTO for violations of the CECA.

’This stance by the Singapore Government is expected to affect Indians working as middle-level managers, executives and technicians.

Speculations are rife that India might take up the issue with World Trade Organization’s (WTO) dispute settlement body. However, according to Singapore such a decision was imperative in the interest of the natives as the share of the foreign workforce is rising very rapidly….

Currently, there are about 200,000 non-resident Indians in Singapore working in ITES, financial services and scientific research sectors among others, according to one estimate.’ Source from business -standard.com.

Why would Singapore sign such an agreement with India to allow, theoretically, several hundreds of millions of Indian graduates to work in Singapore when there are barely a handful of Sinkies that would want to work in India? It really beats me.

The question Chin Leng that you r asking is why would our govt recognize Indian degrees - very simple. How do you keep the salaries of professionals so competitive that they will continue to attract investors. Just hollow out the profession lah. It is happening to every industry ranging from IT services to the legal profession. The goal of the govt is to keep salaries as low as possible by artificially creating a surplus of low priced professionals. That is usually ok, if we did not live in the sixth most expensive city in the whole wide world.

Now you understand Chin Leng why I keep telling people that the main concern is not the infrastructure or even whether we can accommodate 6.9 million people.

It has always been about whether it is possible for the average professional middle class Singaporean family to hold it's own against what I can onl describe as a system that is weighted against them from the word go.

Now you understand why so many professionals do not believe Mini Lee and con't to give him the thumbs down.

Now they are trying to right the corrosive effects of what I can only describe as happy-go-lucky immigration. But it is too little and too late Chin Leng. The damage has already been done. And I do not feel it can be repaired. Sometimes when a thing is damaged beyond economic repair, it is best to be realistic about it and simply accept that things will never be the way it is again.

From what I have been able to make out from many of the professionals streaming out of Singapore to seek a better tomorrow for their kids.

I would say 90% have lost faith in finding a job where they can expect to reasonably hold their previous standard of living - in many cases these family men have seen their way of life fritter away with the relentless cost of living.

There is so much bitterness, enmity and mistrust with the govt. Even I am afraid Chin Leng of saying to people these days, please calm down. You know Chin Leng, I have never had a problem with dealing with crowds and mobs in the Internet. But these days when I see a group of people slagging the govt, I just say to myself, you reap what you sow.

Hi Darkness, in most developed countries, it is the middle class professionals that form the backbone of a nation. Today the middle class here is the one that is most neglected and being suck dry.

Our system is to have a super rich 1% or less right at the top to be fed by the 99%. Sustainable? Maybe if the 99% are simply dumb and daft.

Oh come on !

Every Sinkie will be taught about the great works of the old leaders the moment they were sent to kindergartens. The teachers and their parents woukd have drilled into them how great the earlier leaders were. It is still part ot the school curriculum and many netizens will attest to the accuracy of the lesson.

The people of this island went through tough times, from a relatively poor country to a rich country. Many of the babyboomers would have gone through a patch of poverty years other than the old rich.

We lived in attap huts, zinc huts, cubicles, crammed many bodies into a room, slept under tables, corridors, outside in the 5 foot ways on a mat. Life was just trying to make the best of out whatever little that we had.

Today we are trying to be the best we can be. Yes, we have progressed, get richer in material comfort. Thanks to the first generation of leaders for turning the country around.

I served many years in uniform, in the civil service, I was the first batch of RC Chairman. I was with the CCMC. My education was even paid by the govt. The first bed I slept on was provided by MID.

But those were days when things were different. The MPs were getting less than $3k a mth. The income gap was bearable. Cost of living was low and despite the low income, we made do with things and get by.

Today there is a price for everything. Today it is all about what is in it for me. It is self than country or people. There were times when the people were with the govt. Today the govt is the govt, the people the people. There is a huge divide.

Hi rb,

A few observations here.

1. These CECAs or FTAs were signed under the watch of current PM.

2. I recalled some publicity about how great these agreements were with no details discussed. Except that the ministers were busy flying all over to sign them.

3. The impression given was that these agreements were panacea-like for Singapore woes, as in being cost uncompetitive because of the China factor.

4. My take then was that they were using the same template and making changes after negotiations. There was no public discussions, just internal deliberations.

5. There were several attempts in social media to highlight this. But , it went nowhere due to lack of interest or just plain ignorance or apathy. Granted, the agreements are complex and information sketchy.

6. Compromises were made, certainly. Now, the why, what, who, when and how questions may open up a pandora's box.

I do not need to be refine. I am angry. Anyone who is aware of the extend of treachery of LKY, LHL, George Yeo and failed to get angry is cold blooded.

Everytime when I took taxi, I will never failed to ask them who bully them most.

Up to now, 100% told me its FT Indian. I am angry.

I do not know who have heart to remain calm and serene, and pretend that nothing has happened.

It would be good if we can sign such an agreement with Australia. Then we can start our own companies there and bring in all the Sinkie graduates to start a Toa Payoh Estate in Australia, maybe several Toa Payoh and make Australia our own backyard.

But the Aussies are too smart for such a thing. Only daft Sinkies will allow such agreements to be signed and allowed foreigners to turn the island into their own backyard.

Even middle class in malaysia and indonesia have it better. Most evidently, middles class in sinky has to be contended with 99LH stateown flat and pubic transport.

RB, as always you have raised an important issue ignored by other bloggers. The problems Singaporean PMETS lie in these agreements. If you care to look through all the FTAs negotiated by none other than our newly appointed HK advisor George Yeo you will see that we have been forced to open our doors to foreign professionals(open our legs as some might say). Thus you read in the MSM about this US law firm and that UK law firm opening their offices here.George Yeo fancies himself as a thinker and "punching above his weight" not realising that this little red dot can only do so much when dealing with countries like the US and India.(Ocourse we remember that photos of GY making headline news shaking hands with foreign counterparts after signing these FTAs) One netizen has posted an interesting article about Switzerland`s difficulty in negotiating an FTA with India.What makes us think we have done better?
